Configuration Checklist linked from the installations

Create a configuration checklist which users can follow to configure the most important settings for a new site.

The checklist page should be linked from Install "success" pages (Joomla, Drupal and Standalone). It should also be accessible from the Admin dashboard at any time (part of Admin >> Configure menu).

As possible, when linking from this checklist the user should be returned to the checklist after saving or canceling from the settings form.
