The default values for the tracking are a privacy issue

By default, civimail tracks click through and mail opening.

In both case, I think that's a privacy concern, and it shouldn't be on by default. Especially for the mail opening, that increases the odds of being filtered out as a spammer (yes it did happen to one of my mailings today

I suggest to put both these options unchecked by default, or at least being able to choose the default values in the admin

And, really, this second step shoudn't be a mandatory one in the wizard (in general, did I already rant about that it shouldn't be a wizard at all ?
