Header and footers in civimail are double utf8 encoded

Hi,

When you save a header/footer that contains "non ascii" chars (ùéèèçêó) they are saved fine and works as expected.

When you re open them for editing, they are messed up (looks like you utf8 encode twice, or ut8 decode twice never sure in which direction it got messed up).

When you save them, they are still nok.

P.S. Works fine with ascii char (not a big surprise, utf8 to ascii doesn't alter anything)
