Editing Drupal users who signed up before enabling CiviCRM does not create contacts

Set up CivicSpace 0.8.2 RC3 (from SVN) using their install script. After the initial set up is done but before CiviCRM is enabled under admin/modules, have a new user sign up. Now enable CiviCRM. User 1 shows up as a contact but user 2 does not. Editing user 2 does not create the contact and there is no way to pull that user into CiviCRM.
