Country -> State/Provence field filter mismatch.

      Description

      If I visit a contribution page when logged in, and I already have a contact record in CiviCRM, the Country field defaults to the country associated with my contact record. However, the State/Province list seems to be defaulted to the sites default Region as specified in the Localisation settings.
