CaseType configuration: <ActivityType><reference-activity> not working - scheduling always based off of Open Case

      Description

      Setting the <reference-activity> to anything other than "Open Case" has no affect - the activity is still scheduled based on "Open Case" (see attached CaseType xml file for repro).
