CiviMail: cannot cancel a running mailing

            Description

            It seems we can't cancel a running mailing; there were about three or four reports about this already, most recently http://forum.civicrm.org/?topic=6985

            Please verify and fix - if simple for 2.2, if complicated for 2.3.
