CRM-4263 CiviContribute - Credit or Debit Card Information rename

Having been using civicrm for sometime now I have had repeated inquiries as to if we except debit card payments even thought we don't provide this as an option. In most cases this method of payment will not be as popular as a credit payments so I'm suggesting removing "Debit" from the legend in the form fieldset where it states "Credit or Debit Card Information". Maybe even state something more generic like "Payment Information". Another suggestion is to move some of the form legends to a database table and allow them to be customzed under adminstration. The two templates I'm refering to are: Membership.tpl and MembershipRenewal.tpl.
