When editing mailing header at link: /civicrm/mailing/component?action=update&id=1 I get a failure:

Attached is the html header I was trying to copy into the text area. I was able to reproduce the issue on the demo site. The error message is a bit obvious, the html I put in my header SHOULD fail, it is a header! The page should take the html as-is.
