Contact search for email address (& other details) shows only primary detail matches as results

To reproduce:

Create a contact with primary email "primary@example.com" and secondary email "secondary@example.com"

Search contact DB for contacts with email "secondary@example.com" using the Advanced and Basic Search forms

CiviCRM reports "No matches found".
