Description
if someone has set up an SSL site and the https base URL works (i.e. returns code 200) but points to a wrong site (can happen with virtual hosting) the user is hosed, i.e. admin section will give an error (since we switch to https on a site that does not know about civicrm (or drupal / joomla))
ideally we should check that the civicrm dashboard returns a valid code, so we know that civicrm can be accessed under https
