Large TinyMCE JS file being loaded even when TinyMCE is not Selected as WYSIWYG

The file for TinyMCE integration is getting called, even if FCKeditor is the selected via the global settings page.:
packages/tinymce/jscripts/tiny_mce/tiny_mce.js

It's being called at on line 14 in the following file:

/civicrm/templates/CRM/common/jquery.tpl
