"Visibility select" on new profile field form does not follow locale settings

While Create/ Edit any profile filed, there is a select to change Visibility option. Javascript for 'onchange' on that select doesn't work if change locale other than English.

Steps to replicate:
a. Change locale to any language other than English for eg. French, Italic etc.

b. Go to "New Profile Field" form, and change Visibility option to "Public User Pages".

c. Check boxes for "Searchable?" and "Results Column?" are not visible ( Expected behavior : these check boxes should be shown for visibility "Public User Pages" & "Public User Pages and listings" and hide for "User and User Admin Only" )
