Description
It seems that (at least some) UTF-8 characters do not make it even to the first import screen: http://forum.civicrm.org/?topic=8091
To replicate:
1. Try to import the attached file.
2. At the Match Fields step, the column names are displayed properly, but the column contents do not.
(Initially I suspect either database encoding issues or the CSV parser encoding issues.)
