Allow deletion of unwanted default relationships

Some organizations will never use some of the "reserved" default relationship types that come with CiviCRM. The unwanted relationships just create clutter on the screen, and cannot be edited or deleted. Unless there is another compelling reason for not allowing these relationship types to be deleted, one should be able to edit or delete them at will.
