Minimum accuracy level for geocoding

      Description

      The Google Map geocoding API returns an accuracy indicator (eg 4=Town-level accuracy, 8=Address-level accuracy).

      I would like to set a minimum level that CiviCRM accepts for storing. For example, if the service can only identify the city relating to an address, I would like to not record the geolocation.

      This has happened in cases such as when there is only a city recorded for an address, or when there is something like "PO Box 123" for the address.

      In the Settings for Mapping Provider there could be a number (0-9) that the user could enter.
