cannot create an address with only setting the Country field

There?s no way of creating/editing a contact and setting only the Country field as its address. This could be useful e.g. when we have an organisation with a local branch (Creative Commons vs Creative Commons Poland), but don?t know their precise address (yet).

The steps:
Create/edit a contact without a (geographical) address.
Select a country.
Save.

Current result:
The address doesn?t get saved.

Expected result:
The address is saved (with only the Country field set).
