Template Alerts based on permissions

When using CiviCRM, it would be extremely helpful to allow for 'template alerts'. By this I mean if the page you are on is using a custom template, it would be great to get a green info or red alert box at the top telling you that (it could even include the path if you want to be really handy).

This could be a setting that can be turned on in Global Settings > Admin. Ideally, there could also be a permission associated with it so that you can always have this on for administrators, for example, but not staff members.

I see this as an incredibly useful tool for large orgs like mine where I have tons of custom template pages and inevitably whenever I upgrade I need to redo these or something looks buggy when it's really not.
