Upgrading to CiviCRM 2.2.7 brings Permission Denied on CiviReport, due to stale ACL cache

            Description

            When upgrading to CiviCRM 2.2.7 , new ACLs are created for CiviReport.
            These ACLs don't take effect, though, because the ACL cache is not cleared during upgrade.
