Fix Pager in Activity tab and CiviCRM dashboard

      Description

      On dashboard or in Activity tab, a pager is shown even if I just have one activity which doesn't make sense.

      Steps to replicate:
      1. Create a few (3-4) cases for contact XYZ.
      2. Register a non-case activity against XYZ.
      This shows up a pager because it takes into consideration the count for case activities.
