Any one permission on report instances does not work

            Description

            Logged in as a user with Drupal role that has "access CiviCRM", "access CiviReport", "view all contacts" Drupal permissions.

            Tried to access sample report instance 1 - which is configured with 'Any One' permission (http://localhost/dgg/drupal6t/civicrm/report/instance/1?reset=1) and I get "Access Denied".

            If I change report Permission to "access CiviCRM" - then I can see the report.
