Allow CiviCRM users to add arbrary filters to reports

Reports like the Constituent Report Detail allow for a filter based on contact name and group but there are many other criteria that would be useful to have. Our fundraiser would love to have the ability to add filtering by address fields like city/country/state on their own without having to work within the raw template files.
