Show Domain Address form fields regardless of whether CiviMail is enabled or not

Currently the Domain Address fields in the "Domain Information" form are hidden if CiviMail is not enabled. However, the

{domain.address}

token can be used in regular mailings and message templates (e.g. for Membership renewal reminders, pledge reminders etc.) - so this doesn't make sense. We can just show those fields unconditionally.
