profile order doesn't change reliably

            Description

            Changing order on civicrm/admin/uf/group?action=update&id=10&context=group and then saving then going back into setting does not reliably change the order value. Seems that negative numbers get translated into 1, higher numbers get changed as a result of reordering. Isn't always possible to change the way one wants.
