Greater admin control over PCP (personal campaign page) creation steps/pages

The admin should have control over all (or most of the text) on the pages in the personal campaign page creation process.

In addition, the admin should be able to put default text into each field in the PCP creation, such as a default description of the campaign that the user can use as-is or edit (instead of just a blank box they must fill in to continue).
