Payment process skipped if last Additional participant selects a zero amount

1. Create an event with following configuration:
a) zero amount as an option
b) Register multiple participants? enabled

2. Register for the event with additional participant
3. For additional participant(last participant), if selected ( total ) amount is zero.
Then after confirm, instead of redirecting to PayPal, it goes to Thank you Page.
