Dedupe merge is inconsistent when Delete Contacts permission is not allowed

Under admin/user/permissions, uncheck Delete Contacts.
Go to Find and Merge Duplicate Contacts and pick two contacts to merge.
It will do the merge and give a message indicating it was successful, but the duplicate contact is still there.

Probably the message should indicate that the contact wasn't deleted because of permissions.
