Import does not provide user information on which records imported and which did not

If I import a number of contacts, the import software identified the number of records that have been sucessfully imported and the records that have not been imported.

Desired behavior:
User knows precisely which records were imported and which were not.

Solutions for discussion:
Every import should automatically be tagged with an "Import <date><time>". The user can easily identify the precise records that were imported and can clean their data prior to removing the tag and allowing the record to enter general circulation.

Rows that fail to import should be displayed on screen and enable a csv download.

Import functionality could also have a "test the import function" that allows the user to clean their import file until they get 100% sucess before ever actually writing a new contact to the database.
