New contact pop-up forms in back-end should use FUZZY instead of STRICT dupe matching rule

The New Individual, New Organization and New Household pop-up forms which are used in "New Contribution", "New Case", "New ..." etc currently are using the default STRICT rule for duplicate matching. Since these are admin / back-office forms - they should use the default FUZZY rule (as the built-in New Individual, New Org and New HH do).
