Customize Navigation menu does not work in Joomla

            Description

            The screen to customize the navigation menu in the "Administer CiviCRM --> Customize --> Navgiation Menu" does not work with Joomla. In Internet Explorer 7, none of the navigaion menu items show up on this screen. In Mozilla 3.5.3, only the top-most menu items show up.
