CiviMail: {domain.address} in text footer includes HTML tags

            Description

            I have

            {domain.address} in the "Body - TEXT Format" field for a header. When sending a mail that only has a text body, the text substituted for {domain.address}

            includes HTML (div and span) tags. That doesn't seem right.
