Name of city in Israel should be the International ( English ) name.

            Description

            The record where state_id = 3117 in table civicrm_state_province has "Yerushalayim Al Quds" as the name. This is the Hebrew name followed by the Arabic name for the city known in English as Jerusalem.

            International mail sent to Israel is expected to have the English name of the city, ie Jerusalem.
