Add item to Navigation menu: Administer --> Option Lists --> Manage Option Lists

There is no menu item for getting to a page where you can manage custom Options Lists. There are interfaces for creating option lists hanging off Profile fields (when creating/editing a profile), but there is no way to get to the Option Groups page. This patch rectifies that. It creates a new menu item called Manage Option Lists and edits the item "Preferred Communication Methods" to give it a separator.
