Description
In previous versions of Civi 3.0 svn that we tested with, a user with "edit groups" permission but not "view all contacts" could access the Manage Groups page and see only the groups under their site's parent group. In 3.0.2, two things have changed:
(1) Manage Groups now requires "administer CiviCRM" permission - was this intended?
(2) All groups are now shown, not just the groups under the site's parent group.
