Autocomplete custom fields should not require access CiviCRM permission (so they can be used in profile forms like other multiple choice custom fields)

Permission for custom fields - type = autocomplete - was set too strictly (requiring 'access CiviCRM' permission). This meant that they would not function in profile forms (or contribution pages or event reg pages) for anonymous users. Since this field is simply a different UI style for a multiple choice field - it should function in those settings (assuming 'access all custom data' permission is given).
