Profile HTML Snippet code should use profile/create path for form action instead of profile/edit

With profile/edit as the form action, users would need to have profile edit permission which is not the expected scenario for the HTML Form Snippet use cases (these are primarily used in situations where an anonymous user is browsing a CMS content page or static web page). In any case, using edit mode can result in unintentional over-writing of data IF the user is logged in (since their existing data won't be pre-filled in a snippet profile form).
