New Contribution (standalone) - is_email_receipt field stays hidden even thought contributor is eligible to receive emails

      Description

      Go to "New Contribution" from menu or "create new" dropdown. Create a new Individual and include the email address - or pick an existing contact w/ eligible email (not blocked for some reason). In either case, the is_email_receipt checkbox stays hidden so you can't "Send a Receipt" automatically.

      This is a fairly newly introduced bug in trunk. I know I've tested this earlier in the release cycle We should fix and also figure out what triggered the regression.
