Import should recover from failed contact creation for relationship ...

If you create a relationship using import (say spouse), but only give a first name, the code aborts since the spouse contact does not exist.
The code for duplicate checking should be made a bit more robust. I've put in a minor hack for 1.2 to get around this.

On a related note, the household relationship should be created only if the prior relationship is child/sibling/spouse and not any relationship between two individuals. A user created an "Assistant" relationship between two individuals, and obviosuly from the name, it does not mean householding
