"Update Report" button migrates

This is a small thing, but it confused me a little, so I figured I should file it.

1. Run a report. (tested on Event Participant Report)
2. Open "Report Criteria" fieldset
3. Click "Preview Report" button

"Update Report" button is now outside the "Report Settings" field set

4. Click "Update Report" button

Button is now returned to inside the "Report Settings" field set

We should have button both inside and outside field set and when user click on "Report Settings" then hide outside button.
