Fix broken contact import for update/fill mode.

            Description

            During contact import w/ update/fill mode -
            In case of user mapped external identifier or contact id and if these values are missing for any record,
            Import process get terminate w/ fatal error.

            Currently we are going to create new contact when both ids are missing.
