View Grant page - correct markup issues and field alignment

            Description

            The template for viewing grants was using the old <dl><dt><dd> markup and field alignment is completely messed up w/ the latest civicrm.css stylesheet.

            Updated the template to use the current standard 'view record' markup and added the conditionally appearing links to Edit and Delete the record (pending user permissions).
