Price Sets display improperly on event registration pages

1. Create a simple price set for use in event registration.
2. Create an event with online registration and use price set.

On the event registration page, the price set is surrounded by 2 borders.

• The outer one is labeled with the fee label from the event configuration (e.g. "Conference Fee").
• The inner one just says "Contribution".

Doesn't affect functionality, but is confusing to users.
