Be able to filter reports by "is not one of" for multi-select lists

One of the great pitfalls of searching/reporting in CiviCRM is the lack of facilities to not include sets of contacts. Though adding something like "exclude these people" to advanced search would be fairly difficult. We should ass "is not one of" as an option for multi-select lists in reports.

For example you should be able to so say is not one of for State/Province in the Doro Report (Summary) to get people outside of a set of states.
