Allow changing the custom group from a particular subtype to Any on edit action

We don't allow changing of custom group type ("Used For" field) if specific to a particular contact subtype to any.

Current rule allows only to add more subtypes. Might be helpful in cases where a user has created a custom group of type "Student" and then realizes that the custom group is applicable to all Individuals.
