Pledged but no paid report - only shows Pending pledges

The Pledged But Not Paid report only shows Pending pledges, and not those which are In Progress or Overdue.

The usefulness of the report is limited. In it's current form it only shows people who have never made a payment for a pledge. Often, we want to see people who have made payments in the past, but have ceased for some reason.
