javascript issues with SSL enabled

      Description

      If you login to the admin w/o ssl (http://) and navigate to CiviCRM, some of the screens using a tabbed interface do not display IF "force SSL" is configured on the site.

      In general, Civi doesn't force ssl in the Joomla backend except on the administer Civi pages. But it would appear some of the javascript is not getting pulled into these pages correctly due to http vs. https. If you reload that page with https, the tabs work fine. And with SSL turned off, the tabs work fine.
