Importing custom fields doesn't translate label as value

When importing custom data fields (as a contribution, in the test case) using the label as data, the label is saved to the database. The field in the contribution view is blank. When using the value in the import, the value is saved to the database and the contribution view is correct (shows the label.) IOW, using labels in the import file doesn't work.
