Implement improved multiple-select widget for Groups and Tags selection in Advanced Search and Contact Edit forms

Replace the scrollable checkbox listing widget with a simpler and more compact widget for selecting items from a large list of options. For this release, scope is limited to Groups and Tags select fields in Advanced Search and Contact Edit.
