Contact Actions ribbon - quick access to commonly used tasks when viewing a contact

Implement an 'action ribbon' which is persistently available when viewing / working with a contact record. The action ribbon will include the contact 'Edit' and 'Delete' buttons, the 'New Activity' control AND an 'Actions' control providing access to the same 'create new' action tasks that are available for a single contact row in search results (new contribution, new membership, send email, tag, add to group etc.).

Modifications from the blog prototype:

• Relabel 'Edit' button -> 'Edit Contact'
• Relabel 'Add' button -> 'Actions'
• Provide a separate 'New Activity' button (same style as 'Action' button) for quick access to configured activity types.
• Delete button separated visually from rest of button set
