templates/CRM/common/CMSUser.tpl improperly checks username availability in Drupal 6.16

      Description

      I have checked this in a clean install of both Drupal 6.16 / CiviCRM 3.1.3

      When a profile is displayed to an anonymous user via /profile/create&gid=id#&reset=1 the javascript used by Check Availability produces 'This username is taken" for all inputs, regardless of availability.

      I believe that the problem script is in civicrm/templates/CRM/common/CMSUser.tpl at lines 129 - 137 but I don't know why it fails.
